3 bed flat redecoration, with very high ceilings

Tired 3 bed property above a bar in need of redecoration throughout. Major issue being the height of ceilings. Work will mostly consist of wall preparations and painting, maybe some wallpapering. Window frame and skirting glossing etc, and budget permitting tiling work etc in the bathroom and kitchen. Job is urgent as occupants due to move in have a 5yr old and another baby on the way and partner working in the hospitality industry has very long and unsociable hours.
