Boiler check - oil fired central heating

I need a check on an oil fired central heating system. I requrie a safety check on the boiler and oil tank etc. It all looks like it need replacing so please also provide a indicative cost for a new combi style boiler and oil tank 1000L+ for a 3 bed terrace. Rads pipes look ok but will also need checking.
