Change plastic ceiling rose light for round 3 light fitting.

I am looking for someone who can come and change a plastic ceiling rose fitting for a 3 light fitting (silver with three bulbs). I am in Harlow and our property is a new build that was finished last year. Cheapest quote possible and someone who can come and do it as soon as possible.
