Concrete staircase repair and replace hand railings

19 concrete stairs are crumbling badley. Iron railings are rusting and came away from the stairs. Top 4 steps have been repaired as water damage was reported in lower flat. Would need crumbling concrete removed and then fixed would prefer wooden handrails.
