Decorating; stripping woodchip from walls and ceilings

House is over 100 years old. First floor room - previously a bedroom. Turning it into a sitting room. Dimensions 14'8" x 9'9" The walls and ceiling are covered in woodchip. I'd like a price for removing it and painting - probably needs lining paper. Also, a price to add a picture rail. Timescale - to be done by March.
