Downstairs radiators not getting hot

Last year my central heating would not turn off and the house was like a sauna. A plumber replaced the valve in the airing cupboard. However now the only two radiators downstairs in the living room are not getting hot. I have bled the system (whilst it is cold) and that has not improved the situation. The 3 radiators upstairs get hot with no problem at all. The only time the 2 downstairs radiators get warm at all is when I turn all the radiators off upstairs. The boiler appears to be working fine.
