Downstairs Toilet and Utility Room (and other alterations)

We have 3 jobs we are considering. The first is the one we will almost certainly go ahead with. We would like a downstairs toilet added into the back of our garage, as well as a utility area added into the current extension behind the garage. This would mean at least two walls adding, as well as a door moving. The soil pipe is relatively close so plumbing shouldn't be too hard. We're not sure what planning permission would be required to take the space from the back of the garage so need some pointers on that. We would also like a ball-park figure of the cost of a kitchen extension, as well as some idea of what would be involved (and whether it is at all feasible) to extend the upstairs. We have absolutely no idea of budget (which is why we're here!). We're not sure what timescale we're looking at (it will partly depend on cost).
