drain cylinder and replace immersion heater element

Hi the element in my immersion heater has stopped working. I don't believe its the thermostat or timer that is the problem. It is the bottom element, which I believe means that you need to drain down the system before replacing it. The cylinder is in a cupboard but the element is easily accessible. I live in a first floor flat.
