Driveway made at the front of my house, where currently sit very large shrubs.

My house is basically about 2 foot lower than the pavement level. The front of the house has shrubs and rocks which look like they were designed about 20 years ago. The shrubs and rocks are already raised to the same level as the pathment, so there is a path which declines down to the front door. I need a drive putting into the front of the house, and want this to remain at the paavement level, and re pave a new path way to the drive. I will need to gain planning permission to lower the curb first.
