Emersion Heater

I live in an all electric flat and the hot water heater keeps blowing the fuse, I currently have no hot water. There are two elements, one is the E7 element which when auto switches on blows the fuse and the other (24 hrs) blows the fuse as soon as it is switched on. The fillerments have been changed about 10 years ago and I strongly suspect the same problem has re-occured.
