Faulty Boiler - Loss of pressure - Urgent job.

Low pressure in the boiler so there is no hot water or heating. Not sure if the ballcock in the water tank will need replaced also, speculation this is the possible cause for loss of pressure? I also need a gas safety certificate, not sure if this is also something that could be done by yourself, but if so, I will obviously pay more.
