Fix Storage Heater

My storage heater in the living area has stopped working. The built in convector heater switches on but does not heat up. The other heater in the house is working fine. I think the thermostat needs reset, however, I cannot get the face of the heater to try this. I am not sure of a realistic budget (below) as I do not know if it is the thermostat for sure.
