Fixing Damp

The issue I have is damp in a spare bedroom. It is not rising damp, more caused by condensation or a leak from the roof?? The cause of the damp is: 1)Not enough roof space ventilation – Roof vents needed - I have been told I need 4 2)Cold spots in the ceiling / walls ( I have insulation available from a friend) – Read article link (at the bottom of the page) 3)Internal vents upstairs to disperse moisture. (I have some of these already but they need to be installed) I have been told I need to 1) erect ali tower to gutter level (6m tower required) 2) take off bottom tiles 3) Check cavity insulation – is it OK? 4) Replace / remove insulation where required 5) Check for water ingress through roof / parapet 6) Provide new membrane to u/s parapet 7) Offer up roof ladder – Fit over ridge 8) Install 2 number roof vents (2 per side) 9) Cut opening in plaster board and provide vents. http://www.kiltox.co.uk/research.htm Can you cost up how much it will cost you to do this job and provide the ali tower? Also how long would this take? I have put a desired budget of £10 as I have no idea how much this will cost. I have been told it won't be much but I don't know what I should class this as??
