general cleanup on small garden

we have a 3 tiered small garden with some decking and paving that needs cleaning/de-weeding, and a small grassy area that probably needs replanting. As we are planning on adopting a dog next year, the fences will also need repairing or replacing. The (very) approximate dimensions of the garden are a 10ft by 5ft rectangle and an 11ft square. Access is through the house. We are on a limited budget, but we're unwilling to compromise on quality. Thank you!
