Investigation and repair of leak

I am looking for possible plumbers who undertake emergency jobs for a complicated situation. I live in a block of flats. I have a reoccurring small leak coming in to my bedroom. My neighbour's flat above has their bathroom over my bedroom which leads me to believe that it is caused by their property / tenants. The leak is at sporadic times and does not stay constant. It does not happen every time they use the water. So I left not knowing when the next leak will occur. The last time they had a plumber in they could not find any evidence of damp from their property and so will not call another out. But the plumber came nearly a week after the fault was reported and the leak is only a dripping that did not last until then so I am skeptical that this proves the leak is not from them. After talks with their landlord, I have been given permission to ask my own plumber to look at their pipes next time as long as no damage is done to their property. I am hesitant to go through my ceiling due to the large cost in restoring it afterwards. So I would like to find a plumber who would be able to arrive quickly and look at the problem as it is happening and determine if indeed it is from my neighbours pipes or something else. (I know that some plumbers do not take jobs where they need to look at an other person's pipes from the original caller due to insurance(?)). I would need to know that the plumber is fully insured for any accidental damage. And as the neighbour's bathroom has floor tiles, the plumber would have no trouble leaving it in the same condition as found. The leak has stopped just now, but I would like to have a list of contacts handy for next time. Thanks.
