Lawn Repair

My Garden needs to be either turned over and re-seeded or turfed! The grass is non-existant. The grass looks dark - almost dead - the dirt shows through as there are lots of patches missing grass. The ground is also very uneven. There is concrete (supposed to be a path) which goes to the side of the garden and not in the middle, which I would like removed. The Garden is approx 66 feet long by about 13 feet wide. I am looking to have a Garden which actually has a nice green Lawn!
