Leaky tap - but can't turn off stuck stopcock!

It's something ordinarily I could do myself, but I've been putting it off for so long I'm querying how much it would be for someone else. Essentially, I can't turn off the stopcock (though a previous plumber was able to). I need this doing and the washer changing in the tap to stop it dripping. It's an embarrassingly small job!
