Lower ceiling and add insulation in Edinburgh

Lower a ceiling in a back bedroom and add additional insulation. There should be a plaster finish so that we can decorate the room. The dimensions of the room are 3.58m by 2.67m Currently there is one light fitting in the room about three quarters of the way into the room towards the window and if possible we would like to move this to the middle of the room but this is not essential. The room is to be turned into a nursery and the baby is due in August so it would be handy if the work could be done by the end of April/mid May.
