peel and repaint a bathroom ceiling

We have started to do this ourselves but are struggling as don't have the tools to peel the paint off. We have been advised that in the past a waterproof layer was put on by error and we think this is the layer we are struggling to get off. What we'd like is for someone to peel the ceiling. and then possibly replaster it to create a smooth surface onto which to paint. The surface area of the ceiling is approximately 7-10 square metres. We already have the paint we want used, and would be happy to do the painting ourselves if it keeps the cost down. In terms of timeframes, well we'd prefer as soon as possible.
