Plastering / Skimming

The main stairway, living room to first floor landing, has had the wallpaper striped and we've found areas of plaster that have begun to perish. As a result there are areas of plaster that have come away from the wall. Additionally, the stairway leading to the second floor is a wooden panel fitting. In principal I'd consider having this boxed over with plasterboard to get the suface flattend and to match up to the rest of the room. Basically, I'm looking for a some targetting repairs and upgrades as opposed to a complete replaster. I'm hoping to have the worst affected areas repaired and the rest tidied up. This would probably mean skimmed the walls too. The property is rented, my tenants would like to paint the walls once finished.
