Qualified Plumber / Electrician needed

Immersion Boiler needs fixing. Hot water not heating up. Heating Element was replaced in the past 12-18 months but although there is power running to the unit nothing seems to be happening. Thermostat has been replaced but no luck. Please quote job cost with or without parts (if element replacement - please quote for Incoloy element or better as a hard water area) believe it is an 11 or 14" element situated at the bottom of the cyclinder. Need for qualified Plumber / Electrician ideally in case plumbing is not the issue. Job need to be carried out on the morning of either the 11th or 14th Dec after 9:00am.
