Re-cover felt roof

I have a small brick outhouse/store cupboard attached to the rear of my house(approx. 2m by 1m by 3m high ) the flat roof of which requires re-covering and fascia boards (3 sides) replacing with UPVC. The felt now, is pretty ancient but shows no sign of leaking so the job is not urgent. The baseboard is still sound.
