Remove brackets from wall and cover with plaster

Hi On moving into my home i found that the neighbours had removed their curtain rails and tie backs leaving me with small holes. The brackets are still in tact where it has been drilled into the wall. I would like them removed and covered with some type of plaster to make painting easier. Simple and qwuick jub i know, but i dont have the tool to remove the wall brackets. Many thanks Diana.
