to fix our broken heating

Our heating is permanently on at the moment. We've turned the thermostat right down to zero but the temperature remains the same. We had a plumber out recently for something else and he had a quick look and said he thought maybe it was something to do with the ciruit inside. The only way to turn it off at the moment is to click the hot water to off too.
